§ 2.09. Restrictions on council.

  • The Council shall act in all manners as a body and no member shall seek individually to influence the official acts of the Mayor or any other officer or employee of the City, or direct or request the appointment of any person to, or his removal from, any office or position of employment, or to interfere in any way with the performance of the duties by the Mayor or other officers or employees. Each member of the Council shall chair a committee and serve on two other committees. It shall be the duty of each such committee to oversee the activities of and to establish policies for the operation of one department of the city government; provided, however, that neither the committee nor the chairman thereof shall have any authority to direct the day to day activities of the members of such department of city government. Furthermore, neither the committee nor its chairman shall interfere in any way with the Mayor's, the City Manager's, or the individual department heads' authority to direct the activities of the individual employees in each department of city government.
